Dept of Conservation & Recreation
Position is responsible for providing engineering, technical support, training, and guidance to local governments, state agencies, consultants, developers, citizens and the agency's urban program staff concerning regulated land-disturbing activities falling under the authority of the Virginia Erosion and Sediment Control Law/Regulations and of the Virginia Stormwater Management Act and Virginia Stormwater Management Program (VSMP) Permit Regulations. Knowledge of engineering, urban soil conservation principles, stormwater management, hydrology and hydraulic engineering principles; experience working with and or knowledge of the erosion and sediment control (ESC) laws/regulations, and stormwater management laws/regulations, in Virginia or other states. The ability to work effectively with little direct supervision; the ability to work well with diverse groups of people; knowledge of enforcement practices; knowledge of regulatory practices and procedures; the ability to communicate clearly both orally and in writing in English; computer literacy in word processing, spreadsheets, and database management. Must have the skills & ability to read, review and interpret technical engineering related documents. Current DCR certification as a Combined Administrator or must obtain certification within one year of employment. Graduation from an accredited college or university with a Bachelor of Science or advanced degree in engineering or other physical science degree. P.E., E.I.T.; C.P.S.S., C.P.E.S.C., or related environmental certification or licensure. Previous experience working with local governments, design engineers, consultants, or land development industry professionals. Previous work experience in a position providing advice and guidance to local officials regarding the interpretation of the Virginia Erosion and Sediment Control Law and Regulations and enforcement actions related to the law and regulations also preferred.
