New employees will normally be hired at the first step of the salary range, depending on qualifications.

The ideal candidate is an effective team player and communicator. The candidate must be flexible and able to combine technical expertise with analytical and organizational skills. They should demonstrate knowledge in basic civil engineering practices. Candidates will possess specific experience in the use of AutoCAD 2014/Civil 3D or newer. Use related survey grade equipment, including GPS systems. NICET certifications in Materials Testing a plus.

The succeeding examination processes may be required: training and experience, testing, panel interview, fingerprint identification, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation and alcohol/drug screening test. Appointment subject to successful background investigation and City paid post-employment medical examination after offer of employment has been made.

Class Description:
Incumbent is responsible for performing paraprofessional work and coordinating and managing the activities of City wide projects. Duties may include: maintaining project log books and files, scheduling and monitoring projects in progress, performing design and drafting work; preparing plans and specifications; conducting traffic studies, preparing technical reports, downloading traffic signal information and producing reports, inspecting city wide projects and all work in the public right-of-way, performing quality control testing, performing contract administration activities, representing the City at meetings and on committees, reviewing subdivision plats and improvement plans and giving presentations.

EDUCATION & EXPERIENCE/LICENSING & TRAINING:

Education & Experience:
Associate's Degree in a related field and five (5) years of construction inspection experience or a related field (Auto CAD experience desired); or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.

Licensing & Training:

Valid Arizona Driver's License of appropriate class.
National Incident Management Systems (NIMS) training, based on assignment.

Essential Duties:
These duties are a representative sample; position assignments may vary. The job description does not constitute an employment agreement between the employee and the City and is subject to change as needs and job requirements change.

Assists project manager on routine City wide projects by performing routine engineering design and review on projects; responding to citizen inquiries; developing annual street, water, wastewater or buildings & grounds programs; inspecting various projects; updating long-term maintenance schedules; developing project plans; implement changes; and, approving and processing invoices for projects.

Provides guidance to Engineering Technicians and/or Field Supervisors on office policies, practices and procedures, design and inspection of various projects and work within the public right-of way.
Receives and responds to public complaint requests to include: acting as a liaison with citizens and other departments, resolving or facilitating resolution on construction related conflicts and recommending alternative courses for action/implementation.

Approves right-of-way permit applications, water and sewer service applications, and hot tap applications.
Uses land and construction survey grade equipment, traditional and/or GPS.
Completes and maintains project log books, records and files.

Coordinates City's aerial mapping activities; creates and modifies maps, diagrams and drawings. Obtains easements, permits and other required construction related documents; prepares various agreements with private developers and other governmental agencies.
Performs standard and quality control testing and/or orders detailed testing, including concrete testing, analyzes results.

Assists in refining department standard operating procedures and ensures compliance with federal, state and local laws and programs.
Programs traffic counters, sets-up and retrieves counters, downloads traffic signal information and produces reports.

Prepares technical reports and gives presentations on projects, attends pre-application meetings.
Coordinates Pavement Management activities to include fog seal, chip seal, slurry seal and crackfilling.

Coordinates traffic signal activities and traffic counts. Repairs traffic signals.
Maintains regular attendance.
Performs other duties of a similar nature or level

PHYSICAL REQUIREMENTS:

Physical Requirements:
Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, sitting, standing, walking, pushing, pulling, lifting, fingering, talking, hearing, seeing and repetitive motions.

Incumbent may be subjected to moving mechanical parts, odors, dusts and travel.

Medium Work: Exerting twenty (20) to fifty (50) pounds of force occasionally, and/or ten (10) to twenty-five (25) pounds of force frequently, and/or greater than negligible up to ten (10) pounds of force constantly to move objects.

Hearing ability: sufficient to communicate effectively with others in person, by telephone and over radio equipment.

Speaking ability: sufficient to communicate effectively with others in person, by telephone and over radio equipment.

Visual ability: sufficient to operate equipment and vehicles by both day and night; observe unsafe road conditions; read and write reports, correspondence, instructions, etc.
