Job Description:

Whatcom County Public Works is seeking an experienced professional to fill the position of Stormwater Program Manager.  This critical position is responsible for the administration of the Public Works Stormwater Division; ensures compliance with the National Pollution Discharge Elimination System; develops and implements a progressive stormwater maintenance and inspection program; and plans, designs, and oversees construction of stormwater capital facilities.  The Stormwater Manager functions as a member of the Public Works Management Team, inspiring constructive relationships with all Public Works employees, other departments, and individuals outside County government. 

The ideal candidate will demonstrate a high level of leadership competence, subject matter knowledge, relevant project experience, and collaboration among peers, subordinate employees, and external customers.

Salary Range: $81,684 - $111,828 Annually


Requires a Bachelor’s degree in civil engineering, construction management, project management, or a similar relevant field AND five years of recent progressively responsible experience related to project development and delivery, program planning, and stormwater system operation and maintenance, INCLUDING two years of supervisory experience.

Experience developing and leading teams, planning maintenance and capital programs, and managing construction contracts required.

Washington State Professional Engineer’s license, Certified Stormwater Manager, and/or Certified Project Manager preferred.
