At the County of Marin, our employees overwhelmingly report feeling their work is meaningful, they like the work they do and they are proud to tell people, “I work for the County of Marin.” Human Resources and the Department of Public Works are conducting a recruitment in the Stormwater Division for a fixed-term (18 months) mapping assignment Engineering Technician III as well as a regular hire Engineering Technician III.

 

The Stormwater Division provides a variety of stormwater related and environmental compliance training, outreach and education services to several County departments, other government agencies, the Marin County Stormwater Pollution Prevention Program (MCSTOPPP), businesses and the general public.

 

Engineering Technician III (fixed-term) Mapping Assignment: The mapping assignment will primarily be responsible for performing fieldwork collecting geospatial information for the County’s Geographical Information System (GIS) Storm Drain System map. Responsibilities also include operating equipment designed to remove and replace storm draining rates, operating Global Positioning System (GPS) equipment, making field investigations of various water channels and storm drain system pipes, using GIS in the office and assembling, organizing and digitizing information into appropriate GIS databases and reading, interpreting and preparing maps.Administrative responsibilities include keeping accurate records and preparing reports, in addition to data entry, data management, and field equipment preparation and maintenance.

 

Our highly qualified candidate will have experience conducting fieldwork in an environmental studies, science or related field. The candidate has experience operating Global Positioning System(GPS) receivers and associated software programs to collect spatial information in the field and experience with editing Geographic Information System (GIS) data in the office to create a network of features. This ideal candidate will also have experience reading and interpreting maps, keeping accurate records and be able to work outdoors under all weather conditions. The ideal candidate will have excellent interpersonal skills and work well as part of a small field team, make independent decisions to adjust to field conditions and will maintain safe work practices at all times.

 

Engineering Technician III (regular hire): The incumbent is an integral member of the Stormwater Pollution Prevention Program team and performs a variety of technical, field and office work to support the County of Marin’s stormwater program as well as the countywide Marin County Stormwater Pollution Prevention Program (MCSTOPPP - a program staffed by the Stormwater Division and administered by the Marin County Flood Control &Water Conservation District). Under the direction of the Stormwater Program Administrator, the incumbent will perform tasks to support compliance with environmental regulations and to provide outreach and education to various audiences, including professionals, businesses and employees, construction contractors, municipal staff, school-age children, and members of the general public.

 

Our highly qualified candidate has experience assisting in the planning, design and implementation of environmental compliance and education/outreach projects. The person has managed projects successfully, including managing project resources,staff and consultants and delivering project outcomes on schedule. The ideal candidate has performed technical field investigation/environmental monitoring and has maintained record keeping systems related to compliance with environmental regulations. The candidate has experience investigating complaints, reporting and following up with corrective recommendations and actions. This person has performed construction and facility inspections and evaluations of stormwater pollution prevention best management practices and used Geographical Information Systems to perform field and office mapping tasks. The successful candidate has strong writing skills with experience preparing a variety of departmental contracts, correspondence and reports. In addition, they will be a strategic thinker, have the ability to work independently, have excellent organizational skills, be flexible with changing priorities, exhibit a high attention to detail and effectively meet the priorities of others. The candidate has excellent interpersonal skills with the ability to work with a variety of levels in the department, thrive in a team environment, and has strong leadership skills.

 

Minimum qualifications for both positions: Equivalent to graduation from high school, supplemented by at least one course in each of the following:trigonometry and computer-aided drafting, AND four years of experience in engineering work at a sub-professional level. Two years of college engineering courses may be substituted for two years of the required experience on a year for year basis and/or one year of computer-aided drafting experience may substitute for the drafting course.
