CLASSIFICATION TITLE: Environmental Compliance Plans Examiner
DEPARTMENT: Planning-Development Services

SUMMARY:
The purpose of this position is to review development plans and stormwater calculations for compliance with York County ordinance, state regulations, and federal regulations in regards to erosion and sediment control, stormwater, water quantity, water quality, streams/wetlands, and floodplain. This position reviews residential and commercial plans.

Examples of Duties:
ESSENTIAL TASKS:
The tasks listed below represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
 
Review sediment and erosion control, stormwater, water quality plans, and stormwater calculations/engineer reports.
 
Review plans for floodplain encroachment and/or compliance.
 
Review stormwater as-builts.
 
Review residential and commercial building permit for stormwater compliance.
 
Create and maintain project permit files.
 
Maintain Environmental Compliance's permit databases and ArcMap.
 
Maintain Environmental Compliance's archived files.
 
Attend weekly pre-submittal meetings to advise customers and engineers of York County and state requirements.
 
Meet with customers, engineers, and surveyors on project issues.
 
OTHER DUTIES:
 
Making copies of permits and associated paper work. Entering information into ArcMap and Environmental Compliance database. Researching project information for pre-submittal meetings.

Typical Qualifications:
EDUCATION AND EXPERIENCE REQUIREMENTS:
Completion of Associate's degree and two years of experience.
 
CERTIFICATIONS AND LICENSES:
The following certifications, license, or professional designations are required: Certified Stormwater Plan Reviewer, Certified Floodplain Manager, and a valid South Carolina driver's license.
 
The following certifications, license, or professional designations are preferred: Certified Erosion Prevention and Sediment Control Inspector.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of general vehicle operation. Knowledge of advanced algebra, inferential statistics, and/or financial models. Knowledge of general office equipment. Knowledge of Microsoft Office programs. Knowledge of ArcMap and GIS programs. Knowledge of the use of engineering and architectural scales. Ability to communicate effectively orally and in writing. Knowledge of storm water management, sediment control, water quality, and floodplain management codes. Ability to read engineered plans. Knowledge of engineering and surveying principles. Ability to work under tight timeframes and meet deadlines. Ability to manage workflow. Ability to work independently or with little or no supervision.

TECHNICAL/PARAPROFESSIONAL: Work involves inspecting, measuring, or comparing to a standard; utilizing special training to perform a defined function; following standardized procedures, techniques, or procedures.
 
Perform specialized technical work involving data collection, evaluation, analysis, and troubleshooting, or reports on operations and activities of a department, or performs general coordination of individual or departmental activities.
 
Follow complex rules or systems, using professional literature and technical reports; or enforce laws, rules, regulations, or ordinances. May compose unique reports or analysis, or provide extensive customer service to internal or external clients.
 
Communicate information to guide or assist people; may give instructions or assignments to helpers or assistants.
 
Perform semi-skilled work involving some set procedures and frequent problem-solving.

TOOLS AND EQUIPMENT USAGE
Use office machines such as copiers or calculators. Use computers for data entry, for word processing, spreadsheets, PowerPoint presentations, or custom applications. Use engineer and architectural scales.
 
PHYSICAL DEMANDS / WORK ENVIRONMENT
PHYSICAL AND DEXTERITY REQUIREMENTS: 
Requires work involving: More than 2/3 of the time: sitting and talking; 1/3-2/3 of the time: standing and walking; 1/3 of the time: gripping or feeling with hands, reaching with hands and arms, climbing or balancing, stooping, kneeling, crouching, or crawling, tasting, or smelling. Lifting up to 25 pounds 1/3-2/3 of the time.
 
VISION REQUIREMENTS:
Close vision and color vision are required.

The job may risk exposure to indoor environment, outdoor environment, noise, and moisture, and/or humidity.
