Description

This is specialized responsible professional and technical work in the field of urban planning and development. Work involves complex and specialized planning assignments with a minimum of direct supervision. This position has supervisory responsibilities over less experienced planners and technical personnel including principal planners and senior planners. The Chief Planner works in a team setting on specialized studies concerning the physical, social, economic and other development of the City but is primarily focused upon the review of zoning requests, land development regulation formulation and implementation as well as other aspects of development review including site plans, subdivision plans, and historic preservation. Responsibilities may include work to help implement the City's Comprehensive Plan and the public proposals contained in the plan including assistance with neighborhood or sector planning. Working effectively with the public, other departments and agencies as well as other staff is a critical requirement of this position. Work results are reviewed for technical adequacy and professional standards by the Planning Manager.


  • Supervises planning efforts and staff relating to development review, sets goals and objectives as appropriate for relevant and effective implementation efforts, suggests process improvement strategies where appropriate. 
  • Plans, delegates, schedules and reviews and edits all work by subordinates in a manner conductive to meet the production responsibilities of the Planning Division; may be assigned as team leader for various Division projects.
  • Assists the Planning Manager in goal setting, budget preparation and staff coordination.
  • Acts as project manager for or assists in managing consultant led projects and studies.
  • Participates in the review of proposed development, re-zoning and variance requests, and the writing and review of sections of the City's development codes.
  • Conducts or supervises design review; reviews or suggests changes to the Comprehensive Plan in particular as relates to current planning issues; prepares new ordinances and changes to the City's development regulations to assist in the implementation the City's Plan.
  • Evaluates the effectiveness of external and internal customer service and produces plans for improvement where needed.
  • Presents reports and acts as technical advisor to the Planning and Zoning Board, Zoning Board of Adjustment and Appeals and/or the Historic Preservation Board. Presents to the City Commission, neighborhood and community or civic groups as needed.
  • Confers with officials of the City, other governmental agencies and private interests in order to solve mutual planning problems and bring about solutions beneficial to the City that support community and economic development and redevelopment objectives. Cultivates and maintains effective relationships with other field professionals, such as architects, landscape architects, developers, surveyors, engineers, biologists, transportation planners and land use attorneys. 
  • Tracks proposed or new relevant growth management related legislation that may affect Division or Departmental work. Reviews and obtains proper interpretation, where necessary, of laws, rules, and/or judicial decisions affecting planning and land use regulations.
  • Plans, develops, supervises and/or conducts special projects or studies; prepares comprehensive reports and recommendations on same.
ADDITIONAL RESPONSIBILITIES:
  • Participates in public planning meetings.
  • Makes recommendations on zoning, land use, variances or other use requests. Development of Regional Impact, sector plans and other planning study outcomes.
  • Prepares and delivers occasional speeches to business, professional, civic and/or neighborhood groups and associations.
  • Performs related work as required.
